I told him i liked him and he turned me down..is he changing his mind?

i gave him a note and told him flat out i like you..and we were talking on facebook and he was like why do u like me and i told him and then he was like im just not looking for a gf right now but i think ur beautiful smart and great and i would love to be best friends with you...ok but now hes texting me and we r in summer and hes like telling me when he gets back in town hes all mine and like every other txt he says we have to hang out and he is being flirty putting winky faces..i dont get it please help!!
