Splotchy redness on my 6 month old's face: Allergies or "heat rash"?

Cadence gets this too. If shes upset her eyes go all red and splotchy around them and the sides of her face and forehead too...just like you described. I don't really know what it is but it goes away and doesn't seem to bother her so I just leave it.
