It's both. It is a MLM scheme based on doing online surveys. Like all MLMs, it's only the people at the top of the pyramid who make money - and you won't be at the top of the pyramid. I think they want like $200 USD to sign up, i.e. they want YOU to give THEM money, not the other way around.
