Why can't we start holding teachers and parents accountable for the kids education?

Why do I keep getting nothing but excuses when I suggest to teachers and principals of my kids schools that the parents should have to be REQUIRED to complete a survey rating their school and the teachers at the end of each marking period? I always hear how only the angry people will reply...but that could be remedied by requiring the completion of the survey by every parent prior to release of the report cards. To make parents more accountable, teachers and administrators should give the parents a citizenship grade. I know it is RADICAL and will cause a lot of complaining, but we need to think radically if we want our kids to get a better education.
